Disclosures submitted under the Act on Political Parties

Under the Act on Political Parties, political parties, party associations, entities affiliated with political parties and the associations referred to in the party subsidy decisions must meet a variety of disclosure obligations.

Up-to-date disclosure

An up-to-date disclosure is to be submitted by an organisation that has received at least 1,500 euros in contributions from the same donor during one calendar year.

The disclosure obligation applies to

  • political parties
  • associations referred to in the party subsidy decisions
  • other party associations
  • affiliated entities.

The up-to-date disclosure must be submitted by the 15th day of the calendar month following the month in which the contribution was received. Disclosures submitted after this date will be considered delayed. The up-to-date disclosure must be submitted via the VTV.fi e-service.

Itemisation of election campaign expenses and funding and advance disclosure

The obligation to itemise election campaign expenses and funding only applies to

  • political parties
  • associations referred to in the party subsidy decisions.

Only political parties and the associations referred to in the party subsidy decisions are obliged to produce an itemisation of the election campaign expenses and funding. The itemisations of election campaign expenses and funding must be sent via the VTV.fi e-service together with the financial statements of the year in which the election was held.

Financial statements

The obligation to disclose financial statements applies to

  • political parties
  • associations referred to in the party subsidy decisions
  • affiliated entities.

Political parties and the associations referred to in the party subsidy decisions must submit the following documents to the NAOF:

  • auditor’s report
  • financial statements
  • management report
  • accounts regarding the use of the party subsidy
  • summary of the up-to-date disclosures submitted during the financial year
  • itemisation of election campaign funding and expenses if a general election was held during the financial year.

Entities affiliated with political parties must submit the following documents to the NAOF:

  • auditor’s report
  • financial statements
  • management report
  • itemisation of the contributions received by the affiliated entities.

Political parties and entities affiliated with them must submit their financial statements to the NAOF within three months of the approval of the financial statements. The associations referred to in the party subsidy decisions must submit their financial statements to the NAOF within one month of the approval of the financial statements.
